Welcome to Blue Eye Elementary. I hope you have a great experience here and that you do your best each day. All of the teachers will work very hard to help you and make each day wonderful! If you will follow the rules, work to your best potential, and make every day count you will have a terrific school year.
NOTE TO PARENTS:
It is important that parents and teachers work closely together. If problems should arise we encourage you to contact the school. Your interest, your involvement, your parental guidance has never been more important than they will be through the elementary years. Working together, we can make certain that your child’s education will be first in our minds and students will have a positive experience at school this year.
This handbook is for you and your child. It is important to familiarize yourself with the basic rules and operation of the school. Please read and talk with your student about the information in this handbook. If you have any questions or concerns you are encouraged to contact me at the elementary school. Please remember to sign the appropriate forms at the back of this handbook and return them to your child’s classroom teacher.

This student/parent handbook is a partial listing of rules and regulations important to the students of Blue Eye R-V School. A complete list of district policies is contained in the Blue Eye School District R-V Board of Education Policy Manual.
BLUE EYE R-V SCHOOL MISSION
Blue Eye R-V School District believes that education requires the commitment of the community, parents, students, faculty, and staff. It holds that an educated citizen is the foundation of an educated society and that respect and responsibility determine strengths of character. The district believes that all students must acquire the skills, knowledge, and character traits to prepare them to function as educated citizens.
The Board of Education is charged on behalf of the patrons of the district with the responsibility of determining the goals of the Blue Eye R-V School District. In discharging this responsibility, the Board has addressed four primary areas: Education Professional Personnel, School Environment and Operations. It is the commitment of the Board to develop rules and regulations to implement the goals within each area.
EDUCATION
Structure the overall instructional program to meet the variety student needs, capacities and aspirations through both individualized class offerings and offerings that extend the learning environment into the community.
Promote a plan for the organized improvement of the school curriculum including the articulation of instruction between the elementary, middle, secondary and vocational levels.
Provide offerings, which explore a wide range of career opportunities.
Integrate intellectual, physical, social and career developmental experiences for each student.
Maintain a comprehensive and articulated program for handicapped students involving the maximum inclusion of handicapped students in regular school programs.
Help student’s gain an understanding of themselves as well as the basic skills and techniques involved in living and working with others.
Promote a relevant and challenging school curriculum, which will adequately prepare the student for his vocational goals or post-secondary education.
Promote participation and recognition of achievement in all endeavors (academic, athletic, fine arts, performing arts, practical arts, vocational education, etc.).
Provide opportunities to assist students in forming attitudes and acquiring habits needed for responsible citizenship.
Promote and expand school programs which may include preschool, exceptional child and adult education as based on the needs of the community and the fiscal capability of the Blue Eye R-V School District.
Offer a program of guidance and counseling that shall enable each student to take the greatest advantage of the school program according to individual needs.
Improve district performance in the teaching of reading writing, mathematics and other basic skills.
Established a comprehensive performance based evaluation for all professional staff personnel.
Provide in-service training and professional growth experience for the professional staff.
Continue effective disciplinary procedures that promote a positive school environment.
Maintain a system of accountability for the improvement of the instructional program.
Provide physical facilities for the district’s educational programs.
Assure each individual a physically and emotionally safe teaching and learning environment.
Assure that all members of the school members treat each individual fairly respectfully and without bias.
Assure accessibility of district facilities and educational programs to all students and staff members.
Have each individual in the school community know and fulfill his responsibility with regard to safety and respect to others.
Provide for a public relations program by seeking the cooperation of all citizens and community agencies in planning and conducting educational activities.
Make sure effort to secure adequate funding for the district’s educational program.
Operate within a balanced budget during the fiscal year.
Maintain an up-to-date inventory of the supplies and equipment in the district.
Maintain adequate transportation, clerical, custodial, maintenance and food service for the efficient operation of the district school.
Continually strive for more efficient use of professional and support staff.
Maintain and review long-range plans for the efficient use of school facilities.
Assure immediate communication between the superintendent or his designee and the board on critical occurrences within the district.
In establishing these goals for the district, the board does not attempt to diminish the importance of other issues facing the district.
ACCESS/ENROLLMENT OF STUDENTS FOR SPECIAL EDUCATION PROGRAMS
These programs are readily available. Possible access to these programs can be addressed by consulting with the building principal, BEAT Team, counselor, or the student’s teacher.
The Blue Eye R-V Elementary School recognizes the importance of confidentiality in reference to all information, data and records collected concerning each individual student. The Blue Eye R-V Elementary School permits legal parents/guardians to inspect and review any personally identifiable information relating to their child/children. This information must be examined in the presence of an appropriate staff member to interpret and explain the information contained therein.
A parent who believes that information collected, maintained or used in inaccurate or misleading or violated the privacy or other rights of the child, may request to amend the information. If the request is declined, the parent must be advised of their rights to a hearing.
All parental and student rights and hearing procedures shall be carried out according to: P.L. 90-247, TITLE IV-PRIVACY RIGHTS OF PARENTS AND STUDENTS
It is vital to the safety of our students and staff that all visitors report to the office when entering the building. All visitors must receive a visitor’s pass in order to be in the building.
ADMISSION OF RESIDENT STUDENTS
In order to register a student, the parent or legal guardian shall provide a proof of residency as outlined below and shall complete all admission requirements as determined by Board policies, rules and regulations.
The following criteria shall be used in determining student residency:
“The student physically resides and is domiciled in the school district. The domicile of a minor child shall be the domicile of a parent or court-appointed legal guardian.”
Students who do not meet the residency requirements may apply for admission in accordance with Board policy JECB, Admission of Nonresident Students. Parents/guardians must sign a “Resident Enrollment Affirmation.”
All students enrolling must have a copy of the following for their permanent record:
state issued birth certificate,
Social Security Card,
immunization record
an address or phone number of the last school attended.
Students will be expected to keep themselves well groomed and neatly dressed at all times. Any form of dress or hair style which is considered contrary to good hygiene or which is distractive or disruptive in appearance and detrimental to the purpose or conduct of the school as determined by the school administrators will not be permitted.
Students are not to wear head coverings in the buildings. This includes hats, bandannas, hooded coats and or sweatshirts. Tube tops, mini skirts, halters, muscle shirts or other similar items of clothing are not to be worn to school. Articles of clothing advertising drugs or alcoholic products, or those with obscene or questionable printing on them as determined by the school administrators will not be permitted.
All clothing must cover to their outer edge and shirts, blouses, etc. must cover up to the armpit. If you have questions or doubts about a piece of clothing, check with the principals before you wear it to school. All clothing is to be clean and in good repair.
Shorts are not permitted between the months of October- April. This will be up to the discretion of the principal determined by outside weather temperatures.
School hours are 7:45- 3:15. Doors to the school building will be open each morning by 7:45. Students should not arrive before that time. Breakfast will begin at that time also. Students are expected to be in their classroom no later than 8:05 AM. No student will be allowed in the building after 3:15 unless properly supervised.
SCHOOL CLOSINGS AND INCLEMENT WEATHER POLICY
If it becomes necessary to dismiss school for a full or partial day due to inclement weather the following television and radio stations will be notified:
Television: Channel 3, 10, & 33 in Springfield
Radio: 106.3 Branson, 107.1 Berryville.
Television/ radio stations will be notified as soon as a decision is made. Unscheduled closing is always a possibility due to weather, equipment breakdowns, or unforeseen circumstances. Parents should be sure their child and the student’s teacher know where the child is to go if such emergency arises. Due to the importance of contacting parents, it is important to keep the office updated to address and phone number changes. Have an emergency plan for those days when we should dismiss early. Go over it with your child and send a copy of important information to your child’s teacher.
STUDENT TRANSPORTATION
If you are transporting students, please pick them up and drop off students at the south doors. This will avoid potential dangers of walking in and around buses and diminish traffic problems. Your help is greatly appreciated.
STUDENT CHECKOUT
No student is permitted to leave school for any reason without checking out through the office. Students are not permitted to leave the building with anyone other than a listed guardian unless the office has parental consent.
Anyone coming to pick up a child will need to come to the office first and the student will be called to the office. If there are legal or custodial documents that limit someone from contact with a student, a copy will need to be on file in the student’s permanent record at school.
If you are picking up your child at the close of the school day, it is important that classroom distractions are kept to a minimum. Parents are not to go to the classroom and wait. It is best if parents to wait for their child at the South doors and pick them up there. For their safety, please do not wait in the car for them in the parking lot. They should be escorted from the building to your car.
COMMUNICATION
Teachers will be sending home information about class activities, field trips, opportunities, announcements, etc. almost daily. Students and parents need to make themselves familiar with the teacher’s communication routine to keep up to date on the “happenings” in the classroom.
Bulletins will be sent home listing upcoming activities. Most letters from the office and special memos will be on yellow paper. These will be sent regarding important announcements, immediate calendar changes, or re-scheduled events. Please pay special care and read them thoroughly.
CARE OF SCHOOL PROPERTY
Any student who defaces or destroys school property will be held responsible and will be required to restore the property to its original condition. These students will be disciplined according to the circumstances involved in the incident and according to student handbook guidelines. Accidental breakage not involving misbehavior is excusable but should be reported at once. Please help keep your school neat and clean and in good condition.
Items From Home
Students should not bring items from home unless specified by their classroom teacher. Toys, electronic games, trading cards, radios, etc. are not to be brought to school due to the possibility of creating a distraction in the classroom. School supplies, clothing, backpacks, and other items for school use should be labeled with your child’s name. No animals are to be brought to school.
ABSENCE FROM SCHOOL
Regular attendance is one of the foundations for a successful school year. If you know in advance that your child will be absent, inform the teacher so arrangements for assignments can be made.
Long-term absences (3 days or more) require extra effort on the part of students to get caught up. Teachers will only make preparation for missing work up to 3 days at a time unless prior arrangements have been made.
A note from the parent/guardian to the teacher is necessary the day a student returns to school to verify the reason for absence. Generally “good attendance” = “good grades.” Every effort should be made to develop a habit of regular school attendance.
The principal will notify parents by letter on the fifth, eighth, and eleventh absence of each semester. Numerous absences require that the principal consider possible intervention procedures, parent/student conference or the possible retention of a student.
If a student arrives late for school they are required to check-in at the principal’s office before being admitted to class. It is required that a parent check in with the student upon entering school. Seven (7) tardies will equal one (1) full day absent.
RETENTION POLICY
It is important that all students achieve success and make every effort to develop to their fullest potential. Students must show progress in their development for the upcoming school year or face the possibility of retention (which is remaining in the same grade the next year.) Any student that is a candidate for retention will have his/her academic progress for the current school year evaluated by the principal, classroom teacher, counselor, and appropriate staff members. If it is determined that a student is a candidate to be retained the principal, classroom teacher and parents will meet to determine the best course of action. The student’s age, possible or existing special education needs, effort to improve, and attendance will be possible factors considered in determining the best decision for the child. Parents or legal guardians of any candidate to be retained will be contacted prior to the start of the 4th quarter. See Board Policy “IKE
The school provides nutritious hot breakfasts and lunches for the students at a minimal cost. “Free and Reduced” forms are available throughout the school year if your income changes. You may send or pick up one at any time from the office.
You may use one form for all your children. Please include the child’s grade beside their name. You will need to fill out a new form at the beginning of each school year.
A food service payment envelope will be sent home with each student. Please fill out the name, grade, student card number, the amount enclosed and the date. Please enclose only the amount you want applied to the student’s meal account. No change ($) will be made. The amount sent will be what is credited to the student’s account. Please make checks to “Blue Eye School.”
Students will be allowed to charge up to $5.00 on their meal account. A notice is sent home daily when accounts become delinquent.
All students are to eat their lunch and breakfast in the school cafeteria. No food, drinks or candy will be allowed outside the cafeteria unless given permission by a staff member.
Parents that send their lunch from home should use good judgment in the items brought for lunch. Consideration should be given to following good nutrition habits. If at all possible avoid pop. In order to avoid mess and food spoiling, only bring the items that a student needs for lunch. Lunch sacks are to be kept in clean condition.

Parties are to be arranged by the classroom teacher. When supplying treats from home, please check with teacher first. All snacks must be pre-wrapped from the bakery or store. All school parties must be approved by the teacher/principal. If possible, parents should bring the items to school.
No checks can be cashed at school. Payments for more than one account require a payment/check for each account unless arrangements have been made prior.
Throughout the school year, including summer school, there will be school trips. Students will follow the directions of the teacher/chaperones on all school trips. This also includes athletic events. Students/athletes who participate on the trip must ride the bus back to school unless student has received permission from the teacher/ chaperone to leave with his or her parent or guardian. You must check in with a sponsor before leaving an event with parents.
At certain events there will be a written permission slip and/ or money to be paid to ride the bus and/or attend. These must be returned by their due date and before attending the event. The school cannot cash checks for any event for students.
Due to possible insurance concerns, only students and school personnel are allowed to ride the bus. If a parent or volunteer will be helping to chaperone, transportation concerns should be coordinated before the trip with the trip sponsor.
It is always our desire to include our parents and community in as many events as possible. If you are not a student and are planning to attend the trip and/or accompany a student, arrangements must be made prior to the trip with the sponsor.
All bus conduct/ school code of conduct rules will be followed.
CURRICULUM GUIDES
Complete curriculum guides are available for parents to review in the Elementary Counselor’s Office and Library Media Center.
ACHIEVEMENT TESTS
Achievement tests are administered in the spring. Students in the 3rd and 4th grades will be taking the Missouri Assessment Program (MAP) Test. Test results are available in the counselor’s office or will be mailed to parents upon request.
At this time, Missouri Bill 319 expects that third grade students who are reading at a year or more below their grade level in school, will be placed on an “Individual Reading Plan.” Students who are reading at a year or more below their grade level as fourth graders will be retained for one year. A copy of Bill 319 and further information can be attained through the building principal.
PHYSICAL EDUCATION (PE)
Each student will participate in a physical education class. Kindergarten through fourth grade students will need to have an extra pair of clean tennis shoes they can leave in the classroom. In fifth grade, students will be required to have gym clothes and shoes they can leave in assigned lockers located in the dressing rooms.
Students are responsible to make sure their clothes are kept clean and, if need be, replaced. It is the student’s responsibility to bring their clothes with them to school.
HONOR ROLL/ AWARDS
Honor Roll requirements/ criteria will be determined by each individual classroom teacher. Awards and honors will be presented at the end of each quarter. Student awards and accomplishments will be presented for distribution in newspapers or media periodically.
Perfect attendance according to State standards requires a student to be present 174 days/ or a total of 1044 hours in school. A student cannot achieve perfect attendance if they have a tardy or absence of any kind from school. A perfect attendance award will be awarded at the end of the school year.
REPORT CARDS
Report cards will be sent home or shared with the parent/guardian at conferences at the conclusion of each academic quarter.
GRADING SYSTEM
Kindergarten through 1st Grade will be graded on a
S-Satisfactory, U-Unsatisfactory, as well as class behavior and their ability to complete or demonstrate specific tasks.
2nd Grade through 5th Grade will be graded on a percentage scale basis. It is as follows:
100 – 95 = A
94 – 91 = A-
90 – 88 = B+
87 – 85 = B
84 – 82 = B-
81 – 79 = C+
78 – 76 = C
75 – 73 = C-
72 – 70 = D+
69 – 67 = D
66 – 64 = D-
63 – 00 = F
FIRE, TORNADO, BOMB THREAT AND EARTHQUAKE PROCEDURES:
Emergency drills will be held on a periodic basis. Some drills will be held in conjunction with statewide drills. Students will be instructed on emergency procedures and planned procedures to be practiced. If for any reason there are fire trucks located in the school parking lots upon arrival, please do not try to enter the school building or parking lot. Procedures for a bomb threat or earthquake are established and students would be instructed by the supervising teacher on the action to be taken.
TELEPHONE POLICY FOR STUDENTS
The telephone in the office is not for student use. The school does not accept collect calls, nor permit long distance calls other than for official school business.
CONFERENCE OR TEACHER APPOINTMENTS
If you would like to arrange to have a conference with a teacher, please leave a message with the secretary and she will arrange for a conference/phone call with the teacher.
CLASS PLACEMENT/ TEACHER REQUEST
Students are placed in classes where it is believed that they will have the best opportunity to learn. A primary concern is that they will have a positive experience here at Blue Eye Elementary. All staff employed by the Blue Eye R-V School District are highly qualified and professional educators. Requests for a specific teacher for an upcoming school year are to be directed at specific need(s) that the child may have should be submitted in writing to the elementary principal. This process should take place during early May of each year.
If a student placement is in question, it is requested that the student remain with the teacher for a period of four weeks before considering a change of placement. If, after that time, a parent still has a question about a placement, a conference with the principal, classroom teacher, and parent will take place for consideration of options.
“Directory Information” is information contained in an education record of a student that would not generally be considered harmful or an invasion of privacy if disclosed. The school district designated the following items as “Directory Information:”
student’s name,
parent’s name,
address,
telephone number,
electronic mail address,
date and place of birth,
grade level,
major field of study,
enrollment status (e.g. full-time or part-time),
participation in officially recognized activities and sports (including audiovisual or photographic records of the openly visible activities thereof (e.g., artistic performances, sporting contests, assemblies, service projects, awards ceremonies, etc…)
weight and height of members of athletic teams,
dates of attendance,
degrees,
honors and awards received,
most recent previous school attended photograph including photographs of regular school activities that do not disclose specific academic information about the child and/or would not be considered harmful or an invasion of privacy
The district shall annually notify parents of students currently in attendance of the “Directory Information” the district will release. Parents or eligible students will have ten (10) school days after the annual public notice to view the student’s “Directory Information” and to provide notice in writing to the school district that they choose not to have this information or any portion of the “Directory Information” released. Unless notified to the contrary in writing within the ten (10) school day period, the school district may disclose any of the those items designated as “Directory Information” without the parent’s or eligible student’s prior written consent including in print and electronic publications of the school district.
“Directory Information” is considered a “public record” which must be released by the district to any person who requests it under the Missouri Sunshine Law.
The Board of Education has the legal authority to make all needed policies, rules and regulations for organizing and governing the school district. This includes the power to suspend or expel a student for conduct which is prejudicial to good order and discipline in the school or impairs the morale or good conduct of the students. These policies, rules and regulations will apply to all students in attendance in district instructional and support programs, as well as at school sponsored activities and events. Students who have been charged, convicted or pled guilty in a court of general jurisdiction form commission of a felony may be suspended in accordance with law.
Building principals are responsible for the development of rules and regulations regarding student conduct needed to maintain proper behavior in schools under their supervision. Principals subject to appropriate due process procedure may summarily suspend any student for up to ten (10) school days for violation of these policies, rules and regulations. Notice of suspension shall be given immediately to the parent/guardian and to the superintendent.
Flagrant disregard for policies, rules and regulations or continued truancy may result in suspension by the superintendent or expulsion by the Board, both subject to appropriate due process procedures. The superintendent may suspend a student for up to 180 school days; however, expulsion of students is a function only of the Board of Education.
Teachers shall have the authority to make and enforce necessary rules for the internal governance in the classroom, subject to review by the building principal. The Board expects each teacher to maintain a satisfactory standard of conduct in the classroom.
Any time a referral that warrants formal disciplinary action is submitted, a reasonable effort will be made by the principal to either contact the parent/guardian by written notice delivered by the student, through the mail, or by direct telephone/ personal contact.
A copy of the district’s comprehensive discipline policy will be available in the superintendent’s office during normal business hours.
Use kind words and actions towards others.
Keep hands, feet and objects to self.
Take care of all property.
Walk to assigned areas. Teachers will walk with students to and from PE, Music, Art and Library and when loading students on the school bus.
Articles from home like: radios, tape players, pets, cameras, skateboards and electronic games should not be brought to school.
Any item that is or resembles a weapon is not permitted at school. This includes: toy guns, water guns, actual guns or knives or other sharp objects. The Board Policy as to the actual definition of “weapon” can be examined at the school district’s central office. All these items will be confiscated.
Tobacco products are strictly prohibited on school grounds. All these items will be confiscated.
Books will be loaned to students. Students are responsible for the care of all books. This includes library and Stone County Bookmobile books. Lost or damaged books must be paid for by the student/parent.
Respect all adults.
“Bus misconduct” refers to any offense committed by a student riding or in a district-owned or contracted bus. Any student in violation of bus rules will be punished in the same manner as if the offense had been committed at the student’s assigned school. In addition, bus-riding privileges may be suspended or revoked.
BLUE EYE R-V BUS RULES AND REGULATIONS:
The bus driver is in charge of riders and the bus at all times.
Pupils must obey the bus driver promptly. If assigned to seats, must return to that seat unless otherwise notified. Sit in one seat, face forward with appropriate sitting posture. Students are not allowed to be out of the seat while the bus is moving. This is for the safety of the students and driver.
Pupils must be on time. The bus cannot wait beyond its regular schedule for those who are tardy.
Pupils should never stand in roadway while waiting for the bus.
Unnecessary conversation with the bus driver is prohibited. You are distracting the driver.
The “Golden Rule” applies at all times.
Pupils must never try to get on or off while the bus is in motion.
When loading in the afternoon, once on the bus, students are to stay there. Do not return to the classroom without permission from the bus driver or from the principal.
Do not bring pets on the bus.
No glass containers on the bus at any time.
Students are not to get off or on the bus at any other place than school or their usual stop unless they have written permission. Parents need to make these arrangements as early in the day as possible. Please contact the school at least 30 minutes prior to changing a bus assignment.
Tobacco products are not permitted on the bus.
Transportation to extracurricular activities on all school sponsored trips; students will be expected to follow all school rules and bus rules.

The Board recognizes the importance of preserving a safe and educational environment for students, employees and patrons of the district. In order to maintain the safety of the educational community, the district will strictly enforce the necessary disciplinary consequences resulting from the use or possession of weapons on school grounds, buses or at school activities.
A firearm as defined in 18 U.S.C. 921.
Any device define in 571.010 RSMo, including a blackjack conceivable firearm, firearm silencer, explosive weapon, gas gun, knife, knuckles, machine gun, projectile weapon rife, shotgun, springgun or switchblade knife.
Any instrument or device customarily used for attack or defense against an opponent adversary or victim; or any instrument or device used to inflict physical injury or harm to another person.
In accordance with federal and state law, any student who brings or possesses a firearm as defined in 18U.S.C. 921 or a device as defined in 571.010 RSMo, on school property or at any school activity will be suspended from school for at least (1) calendar year or expelled and will be referred to the appropriate legal authorities. The suspension or expulsion may be modified on a case-by-case basis upon recommendation by the superintendent to the Board of Education. Students who use or possess other weapons defined in this policy will be subject to suspension and/or expulsion from school and may be referred to the appropriate legal authorities.
This policy shall not be construed to prohibit the Board from allowing a Civil War re-enactor to carry a Civil War era weapon on school property for educational purposes so long as the firearm is unloaded.
This policy will be submitted annually to the State Department of Elementary and Secondary Education along with a report indicating any suspensions or expulsions resulting from the possession or use of a firearm as defined in 18U S.C. 921. The report will include the name of the school in which the incidents occurred, the number of students suspended or expelled and the type of weapons involved.
CORPORAL PUNISHMENT (Swats)
Corporal punishment is a possible consequence for inappropriate behavior at school. The entire school district policy concerning corporal punishment may be viewed at the Central Office or the principal’s office.
When corporal punishment is administered to a student, parents will be notified.
Written consent must be received at the start of the school year or at the time of enrollment.
If a condition exists that prevents the use of corporal punishment following parental consent parents must notify the office in writing.
A staff member will be present as a witness during corporal punishment. Corporal punishment will only be administered by a school administrator or his/ her designee.

Because these problems may violate state law, school officials may notify law enforcement officials depending on the severity and nature of the case.
Discipline for special education students will be administered according to their individual education plan and in accordance with Public Law 94-142 and other laws pertaining to special education students.
In determining the consequence or punishment for acts violating the standards of conduct, the school official will examine the facts and circumstances concerning the infraction. All consequences are up to the discretion of school officials that render a decision about conduct code violations. In arriving at the consequence, the school official will place consideration on the following factors:
Maturity of student
Any extenuating circumstances
Seriousness of the act
Prior incidents or conduct
Intent of the student
Degree of involvement of the student
Appropriateness of the punishment
Cooperation of the student and/or the student’s acting guardian
Special Education guidelines
All consequences/discipline is rendered to students without malice. Student’s parent will be notified if a discipline infraction occurs by written or verbal notice.

At the school our nurse is available to assist your child in maintaining good health.
Your school nurse makes every effort to reach you when your child is ill or injured. Sometimes minor ailments and injuries occur that can be treated in our health services office, enabling your child to return to class. In order for this to occur, you must sign a permission slip for your child to receive any medical attention. The school nurse must have phone numbers you can be reached at. If for some reason during the school year you move or change work places, please notify the office.
When it becomes necessary for a student to be excused from outdoor play, a written statement from the parent specifying the reason must be given on a daily basis. Special health problems will be dealt with on a daily basis.
The occurrence of “Nits” and/or Head Lice are common in the public school setting. Through periodic checks by our school nurse and occasionally county health officials, every effort is made to control the situation. If nits or lice are discovered, parents will be notified by phone or letter immediately. Students will not be able to attend class. You will be asked to treat the child and to make sure all nits are removed.
Students are not allowed re-admission to class until the school nurse or a school official grants permission. Due to the possibility of spreading lice to other students, the student is not allowed to ride the bus. A parent or guardian must accompany the child to school. Please provide the label from the shampoo that was used to treat the child. Our school is working toward a “nit free” environment which means dead nits after treatment must be combed out and removed. This is the only true cure for the problem since most shampoos will only kill about 80% - 90% of the nits (eggs) at a given time.
With the exception of students in special education programs, or those with Section 504 Accommodation Plans, the school board is not obligated to supply or administer medication to children, however the Board recognizes that some students may require medication for chronic or sort-term illness during the day to enable them to remain in school an participate in their education.
The parent/guardian will provide a written request that the school district comply with the physician’s request to give medication.
The district will not administer the first dose of any medication.
The parent/guardian will supply the medication in a properly labeled container from the pharmacy with only those doses to be given at school, and with instructions for any special need for storage. e.g. refrigeration.
The medication will be delivered to the school by the parent/guardian or other responsible adult.
Medication supplies should not exceed a 30-day supply.
OVER-THE-COUNTER MEDICATION
Written permission must be obtained from a parent/guardian to administer over-the-counter medications which have been prescribed. This permission must be renewed at least annually.
EMERGENCY MEDICATIONS
All schools in the district should be equipped with medication to be administered in the event of a severe allergic reaction. The emergency medication and physician’s orders for such a medication shall be kept in a secure location, but easily accessible to qualified designated personnel.
Permission for the student to self-administer mediation for asthma or other potentially life-threatening respiratory illness is effective for the school year for which it is granted and is renewed for each subsequent school year upon meeting the conditions set forth above.
It shall be the policy of the Blue Eye R-V School District that all students attending the district schools shall be in compliance with state laws and regulations requiring immunizations against poliomyelitis, rubella, rubeola, mumps, tetanus, petussis and diphtheria.
The parent or guardians of each student entering the school district shall furnish satisfactory proof that the student has been adequately immunized or that the immunization process has begun.

TITLE VI, TITLE IX, SECTION 504
Students, parents of students or employees have the right to file a formal complaint alleging noncompliance with regulations outlined in Title VI of the 1964 Civil Rights Act, Title IX of the Education Amendments of 1972, and Section 504 of the Rehabilitation Act of 1973.
Level One – Principal or Immediate Supervisor (Informal and Optional – may be bypassed by the grievant) – Employees with a grievance of nondiscrimination on the basis of sex, race, national origin or disability may first discuss it with their principal or immediate supervisor, with the objective of resolving the matter informally. A student or parent with a complaint of discrimination on the basis of sex, race, national origin or disability may discuss it with the teacher, counselor or building administrator involved.
Level Two – Title IX and Section 504 Coordinator(s) – If the grievance is not resolved at level one and the grievants wish to pursue the grievance, they may formalize it by filing a written complaint on a Compliance Violation Form, which may be obtained from the Title IX and Section 504 Coordinator. The complaint shall state the nature of the grievance and the remedy requested. The filing of the formal, written complaint at level two must be within fifteen (15) working days from the date of the event giving rise to the grievance or from the date of grievants could reasonably become aware of such occurrence. The grievants may request that a meeting concerning the complaint be held with the Title IX and Section 504 Coordinator who shall investigate the complaint and attempt to solve it. A written report from the Compliance Office regarding action taken will be sent within fifteen (15) working days after receipt of the complaint.
Level Three – Superintendent – If the complaint is not resolved at level two, the grievants may proceed to level three by presenting a written appeal to the Superintendent within ten (10) working days after the grievants receive the report from the Title IX and Section 504 Coordinator. The grievants may request a meeting with the Superintendent or his/her designee. The Superintendent or his/her designee has the option of meeting with the grievant to discuss the appeal. A decision will be rendered by the Superintendent or his/her designee within ten (10) working days after receiving the written appeal.
Level Four – Board of Education – If the complaint is not resolved at level three, the grievants may proceed to level four by presenting a written appeal to the President of the Board of Education within ten (10) working days after the grievants receive the report from the Superintendent. The grievants may request a meeting with the grievant to discuss the appeal. A decision will be rendered by the Board of Education at their next regularly scheduled meeting. The grievant will be notified in writing of their decision within (10) working days after the Board of Education action.
This procedure in no way denies the right of the grievants to file formal complaints with the Missouri Civil Rights Commission, the Office for Civil Rights, or other agencies available for mediation or rectification of rights grievances, or to seek private counsel for complaints alleging discrimination.

NO CHILD LEFT BEHIND (NCLB)
Dear Parent or Guardian:
Our district is required to inform you of certain information that you, according to The No
Child Left Behind Act of 2001 (Public Law 107-110), have the right to know. Upon your request, our district is required to provide to you in a timely manner, the following information:
• Whether the teacher has met state qualification and licensing criteria for the grade
levels and subject areas in which the teacher provides instruction.
• Whether the teacher is teaching under emergency or other provisional status
through which state qualification or licensing criteria have been waived.
• Whether your child is provided services by paraprofessionals and, if so, their
qualifications.
• What baccalaureate degree major the teacher has and any other graduate certification
or degree held by the teacher, and the field of discipline of the certification.
In addition to the information that parents may request, districts must provide to each
individual parent –
• Information on the achievement level of the parent’s child in each of the state
academic assessments as required under this part; and
• Timely notice that the parent’s child has been assigned, or has been taught for
four or more consecutive weeks by, a teacher who is not highly qualified.
Standard Complaint Resolution Procedure For No Child Left Behind Programs
This complaint resolution procedure applies to all programs administered by the Missouri Department of Elementary and Secondary Education under the No Child Left Behind Act (NCLB).
A complaint is a formal allegation that a specific federal or state law or regulation has been violated, misapplied, or misinterpreted by school district personnel or by Department of Education personnel.
Any parent or guardian, surrogate parent, teacher, administrator, school board member, or other person directly involved with an activity, program, or project operated under the general supervision of the Department may file a complaint. Such a complaint must be in writing and signed; it will provide specific details of the situation and indicate the law or regulation has been violated, misapplied, or misinterpreted by school district personnel or by Department of Education personnel.
The written, signed complaint must be filed and the resolution pursued in accordance with local district policy: Refer to policy JFH located at the back of student handbook. If the issue cannot be resolved at the local level, the complainant may file a complaint with the Missouri Department of Education. If there is not evidence that the parties have
attempted in good faith to resolve the complaint at the local level, the Department may require the parties to do so and may provide technical assistance to facilitate such resolution.
Any persons directly affected by the actions of the Department may file a similarly written complaint if they believe state or federal laws or regulations have been violated, misapplies, or misinterpreted by the Department itself.

Technology
It is important that all students and their parents understand that in today’s world, technology is going to be a part of everyday life. It is important that our students and their parents understand the Blue Eye School District’s expectations for our students in regards to such areas as:
proper use
protection
rules/ responsibilities
unauthorized access
on-line safety
Blue Eye Elementary students in the 3rd and 4th grade will be attending a computer elective class in which they must have a “Technology Usage” permission slip signed by a parent or legal guardian.
Students in kindergarten, 1st, and 2nd grades will not need to sign the permission slip. They will not have access or use of the internet, e-mail, server technologies except for the use of Accelerated Reader or Math Facts. Any time they would be using the computer they must be supervised by a staff member.
For the purposes of this regulation and related policy and forms, the following terms are defined:
User: any person who is permitted by the district to utilize any portion of the district’s technology resources, including but not limited to students, employees, School Board members and agents of the school district.
User Identification (ID): any identifier which would allow a user access to the district’s technology resources, or to any program, including but not limited to e-mail and Internet access.
Password: a unique word, phrase or combination of alphabetic, numeric, and non-authenticate a user ID as belonging to a user.
Student Users
No student will be given access to the district’s technology resources until the district receives a User Agreement signed by the student and/or the student’s parent(s), guardians(s), or person(s) acting in the place of a parent. Students who are 18 or who are otherwise able to enter into an enforceable contract may sign the User Agreement on file with the district may be granted permission to use district technology by the superintendent or designee in unusual situations.
External Users
Consultants, counsel, independent contractors, and other persons having professional business with this school district may also be granted user privileges at the discretion of the superintendent or designee, subject to completion of a User Agreement and for the sole, limited purpose of conducting business with the school. External users must abide by all laws, district policies, regulations and procedures.
Privacy
A user does not have a legal expectation of privacy in the user’s electronic communications or other activities involving the district’s technology resources.
All district technology resources are considered school property. The district may maintain or improve technology resources at any time. The district may remove, change or exchange hardware or other technology between buildings, classrooms, employees, students or any other user at any time, without prior notice. Authorized district personnel may load or delete new programs or information, install new equipment, upgrade any system or enter any system to correct problems at any time.
The district may examine all information stored on district technology resources at any time. The district may monitor employee and student technology usage. Electronic communications, all data stored on the district’s technology resources, and downloaded material, including files deleted from a user’s account, may be intercepted, accessed or searched by district administrators or designees at any time.
Violations of Technology Usage Policies and Procedures:
Use of the district’s technology resources is a privilege, not a right. A user’s privileges may be suspended pending an investigation concerning use of the district’s technology resources. Any violation of district policy, regulations or procedures regarding technology usage may result in temporary, long-term or permanent suspension of user privileges.The administration may use disciplinary measures to enforce district policy, regulations and procedures. Students may be suspended or expelled for violating the district’s policies, regulations and procedures. Employees may be disciplined or terminated for violation of district policy, regulations or procedures, regardless of the success of failure of the attempt, may result in the same discipline or suspension of privileges as that of an actual violation.
Content Filtering and Monitoring:
The district will monitor the on-line activities or minors and operate a technology protection measure (“filtering/blocking device”) on all computers with Internet access, as required by law. The filtering/blocking device will protect against access to visual depictions that are obscene, harmful to minors and child pornography, as required by law. Evasion or disabling, or attempting to evade or disable, a filtering/blocking device installed by the district is prohibited. The superintendent or designee, or the district’s technology administrator may disable the district’s filtering/blocking device to enable an adult user access for bona fide research or other lawful purposes. In making decisions to disable the district’s filtering/blocking device, the administrator shall consider whether the use will serve a legitimate educational purpose or otherwise benefit the district.
General Rules and Responsibilities:
The following rules and responsibilities will be followed by all users of the district technology resources:
Applying for a user ID under false pretenses is prohibited.
Using another person’s user ID and/or password is prohibited.
Sharing one’s user ID and/or password is prohibited.
A user will be responsible for actions taken by any person using the ID or password assigned to the user.
Deletion, examination, copying or modification of files and /or data belonging to other users without their prior consent is prohibited.
Mass consumption of technology resources that inhibits use by others is prohibited.
Unless authorized by the district, non-educational Internet usage is prohibited.
Use of district technology for soliciting, advertising, fund-raising, commercial purposes or for financial gain is prohibited, unless authorized by the district.
Accessing fee services without permission from an administrator is prohibited. A user who accesses such services without permission is solely responsible for all charges incurred.
User are required to obey all laws, including criminal, copyright, privacy, defamation, and obscenity laws. The school district will render all reasonable assistance to local, state or federal officials for the investigation and prosecution or persons using district technology in violation of any law.
Accessing, viewing or disseminating information using district resources, including e-mail or Internet access, that is pornographic, obscene, child pornography, harmful to minors, obscene to minors, libelous, pervasively indecent or vulgar, or advertising any product or service not permitted to minors is prohibited.
Accessing viewing or disseminating information on any product or service not permitted to minors is prohibited unless under the direction and supervision or district staff for curriculum-related purposes.
Accessing, viewing or dissemination information using direct resources including e-mail or Internet access that constitutes insulting or fighting words, the very expression of which injures or harasses other people (e.g. Threats of violence, defamation of character or of a person's race, religion or ethnic origin); presents a clear and present likelihood that, because of their content or their manner of distribution, will cause material and substantial disruption of the proper and orderly operation and discipline of the school or school activities, or will cause the commission of unlawful acts or the violation of lawful school regulation is prohibited.
Any use which has the purposes or effect of discriminating or harassing any persons on the basis of race, color, religion, sex, national origin, ancestry, disability, age, pregnancy, or use of leave protected by the Family and Medical Leave Act or the violation of any person's rights under applicable laws is prohibited. See policy AC and regulation ACR.
Any unauthorized, deliberate, or negligent action which damages or disrupts technology, alters its normal performance or causes it to malfunction is prohibited, regardless, of the location or the duration of the disruption.
Users may only install and use properly licensed software, audio or video media purchased by the districts or approved for use by the district. All users will adhere to the limitations of the district's technology license, and approved by the district.
At no time will district technology or software be removed from the district premises, unless authorized by the district
All users will use the district's property as it was intended. Technology or technology hardware will not be lifted, moved or relocated without permission from an administrator. All users will be held accountable for the damage they cause to district technology resources.
All
damages incurred due to the misuse of the district's technology
will be charged to the user. The district will hold all users
accountable for the damage incurred and will seek both criminal and
civil remedies, as necessary.
Technology Security and Unauthorized Access
All users shall immediately report any security problems or misuse of the district’s technology resources to a teacher or administrator.
No person will be given access to district technology if he/she is considered a security risk by the superintendent or designee.
Use of district technology resources in attempting to gain and gaining unauthorized access to any technology system or the files of another is prohibited.
Use of district technology to connect to other systems, in evasion of the physical limitations of the remote system or the files of another is prohibited.
The unauthorized copying of system files is prohibited.
Intentional or negligent attempts, whether successful or unsuccessful, to interfere with the ability of others to utilize any technology are prohibited.
Any attempts to secure a higher level of privilege on the technology resources without authorization are prohibited.
The introduction of computer “viruses,” “hacking” tools, or other disruptive/destructive programs into a school computer, the school network, or any external networks is prohibited.
All students will be instructed on the dangers of sharing personal information about themselves or others over the Internet.
Student users are prohibited from sharing personal information about themselves or others over the Internet, unless authorized by the district.
Student users shall not agree to meet with someone they have met on-line without parental approval.
A student user shall promptly disclose his/her teacher or another school employee any message the user receives that is inappropriate or makes the user feel uncomfortable.
Users shall receive or transmit communications using only district approved and district-managed communication systems. For example, users may not use web-based e-mail, messaging, videoconferencing or chat services, except in special cases where arrangements have been made in advance and approved by the district.
All district employees will abide by state and federal law and Board policies and district rules, including but not limited to, policy JO and regulation JO-R, when communicating information about personally identifiable students.
Employees shall not transmit confidential student information using district technology, unless designated for that use. Employees will take precautions to prevent negligent disclosure of student information or student records.
No curricular or non-curricular publication distributed using district technology will include the address, phone number or e-mail address of any student without permission.
Electronic Mail
A user is responsible for all electronic mail (“e-mail”) originating from the user’s ID or password.
Forgery or attempted forgery of e-mail messages is illegal and prohibited.
Unauthorized attempts to read, delete, copy or modify e-mail of other users are prohibited.
Users are prohibited from sending unsolicited electronic mail to more than 20 addresses per message, per day, unless the communication is a necessary, employment-related function, or an authorized publication.
All users must adhere to the same standards for communicating on-line that are expected in the classroom, and consistent with district policies, regulations and procedures.
Exceptions to district rules will be made for district employees or agents conducting an investigation of a use which potentially violates the law, district policy, regulations or procedures. Exceptions will also be made for technology administrators who need access to district technology resources to maintain the district’s resources or examine and delete data stored on district computers as allowed by the district’s retention policy.
Any user who believes he/she has a legitimate reason for using the district’s technology in a manner which may violate any of the district’s adopted policies, regulations and procedures may request a waiver from the building principal, superintendent or their designees. In making the decision to grant a waiver to a student, the administrator shall consider the purpose, age, maturity, and level of supervision involved.
No Warranty/No Endorsement
The district makes no warranties of any kind, whether expressed or implied, for the services, products or access it provides. The district’s technology resources are available on an “as is, as available” basis.
The district is not responsible for loss of data, delays, non-deliveries, mis-deliveries or service interruptions. The district does not guarantee the accuracy or quality of information obtained from the Internet, or use of its technology resources. Access does not include endorsement of content or the accuracy of the information obtained.

I understand that my use of the district’s technology is not private and that the school may monitor my use of district technology, including but not limited to accessing browser logs, e-mail logs, and any other history of use. I consent to district interception of or access to all communications I send, receive, or store using the districts technology resources, pursuant to state and federal law, even if the district’s resources are accessed remotely.
